The Sudanese Peace Process: A First Step to Post-War Transition or A Prelude to New Conflict?
Ambassador Michael E. Ranneberger, Special Envoy to the Republic of Sudan, U.S. Department of State, offered a critical analysis of current developments in the on-going Sudanese peace talks taking place in Naivasha, Kenya between SPLA Leader John Garang, and Sudanese Vice-President Ali Osman Taha. Ambassador Ranneberger assessed the measures agreed to on wealth-sharing and power-sharing by all parties to the peace process. In addition, he also discussed the continuing difficulties regarding security issues that threaten to derail negotiations, such as defining the “national army”.
